It has to be a bit more complicated than that for them to become a ghost. For example, someone who was desperately trying to accomplish something important but was killed before they succeeded, or someone who died under extremely wrongful circumstances. As long as their respective situations remain unresolved they may be ghosts.
It’s likely that Julian HAS caused a few of them to exist, but they’d remain in the location where they died.
VERY nice! I love the super powers and the fact that they’re not automatic. Casting social spells like that is possible in real life, but takes time to learn. And definitely congrats on the victim variation. ^_^
